That is why people can sell fuel under 5k (a fuel extraction field costs 5k each). So dont build those till you notice that people/business dont want to come into your city anymore due to the lack of some service/resource. You wont get much tax at the beginning, so 5k on each service or utility had a huge impact. This is very important especially at the start of a city.
